Powerful framework Uganda has been ranked as the country with the best electricity regulatory system on the continent. The African Development Bank’s 2018 Regulatory Index report placed Namibia in second place, followed by Tanzania, Nigeria, Ghana, Malawi, Kenya, Cameroon, South Africa, Togo, Senegal, Côte I’voire, Lesotho, Zimbabwe and Gambia, as reported in Construction Review Online. The report comprises the Regulatory Governance Index (RGI), the Regulatory Substance Index (RSI) and the Regulatory Outcome Index (ROI) with the aim of measuring national regulatory development and creating a comparative assessment of the sector’s level of regulatory development. Countries are ranked according to RGI, judging by the framework establishing the regulator and transparency of the regulator’s roles, independence, having an independent body to resolve conflicts, as well as open decision-making.
